The design is worked with the various filling (lace) stitches, the ground is completed in pulled (drawn) stitches, illustrated in crochet cotton No. 20. Finally the design is outlined in heavy cotton (the example is finished in perle coton No. 3).  A row of stem stitch is then laid around this edging.

Although not specific, it appears the heavy cotton outlining is accomplished with couching.
